Work Plan For Sustainable Broadband Adoption Grant Proposal

We have edited the WIKI to include only those line items in the SBA Grant application relevant to our community partners. Please review any training and hardware requests you made last fall, as the guidelines have changed and you may need to revise your request. Also, we do not have a lead applicant for the Public Computing Center (PCC) funding at this time. Therefore, unless you already have access to a dedicated PCC space, any training or outreach you plan to offer will need to use the 'thin client' laptops that we will be requesting.

Here is the list of eligible costs:


  • Acquiring broadband-related equipment, instrumentation, networking capability, hardware and software, and digital network technology for broadband services;
  • Developing and providing training, education, support and awareness programs or web-based content that is incidental to the program’s purposes, and includes reasonable compensation for qualified instructors for these types of programs;
  • Conducting broadband-related public education, outreach, support and awareness campaigns;
  • Implementing innovative programs to facilitate greater access to broadband service, devices, and equipment.

The following is a list of information we need from you in order to complete the SBA application.


1) Please describe the training and/or outreach services you plan to offer to your target population (please note: due to the variety of staffing requests, partner agencies may need to share training staff).

Please provide an estimate of the funds needed to staff your training/outreach efforts (please do not include hardware/software costs). Since we need to allocate time for our SBA trainers to prepare for the training and outreach, please list separately preparation/admin hours vs. classroom/contact hours. This will help us calculate the total number of staff hours you plan to offer over the 36 month project duration. If you need to purchase materials for your training/outreach efforts, please list this cost separately also. Finally, please let us know your thoughts on a fair hourly wage for the SBA trainers.

3) Please list and estimate the cost of your specific hardware/software needs. If possible, please submit this list as a budget in an Excel spreadsheet. If you intend to use the 'thin client' laptops, we are currently pricing them at $500 per unit.

4) Please estimate the number of people you plan to reach with your training/outreach efforts. And to the best of your ability, please describe this target population and how they meet the "vulnerable" or "at-risk" requirements for broadband stimulus funding. A list of these requirements can be found on pages 40-41 of the SBA guidelines document lined above.

5) Please estimate the hours that you and your staff have contributed to this project, including a dollar value, for this in-kind contribution. Please include only in-kind contributions made as part of the application process, and do not include expected contributions that may be made after the grant has been awarded. This will help us meet the in-kind matching requirement.

6) *We need letters of support for this project... not only form your organization, but from any other organizations who may benefit from the training/outreach you plan to offer.
